[VDH.VermontPrevention] policy enforcement

Hello Fellow Policy Educators... :-)
We have recently worked with several local communities and two out of the
three presentations have lead to questions about enforcement. Namely, "Why
should we create a policy that can't be enforced?" We have been able to
share that a policy educates the public and creates opportunities for
citizen enforcement (ie. a kind word pointing out the policy). Are there
other responses that you have found effective? Or reseach that we could
highlight to preempt this question for future presentations?
